About Busca Licitações
Busca Licitações (www.todaslicitacoes.com.br) is an independent search engine for Brazilian public tenders. It indexes the procurements published on the National Public Procurement Portal (PNCP) — the official repository created by Law 14,133/2021 — and makes them searchable by keyword, state, city, agency, procurement method, value range and deadline.
Why it exists
The PNCP solved fragmentation: before it, each agency published wherever it wanted. But it created a volume problem — thousands of new procurements every business day. This site turns the database into something you can search like anything else on the internet.
Who runs it
The site is built and maintained by Spartan Tecnologia e Soluções Inteligentes Ltda (Spartan TI), Brazilian tax ID (CNPJ) 36.939.912/0001-70, Av. Mário Gurgel, 5353 — São Francisco, Cariacica, Espírito Santo, 29145-910, Brazil. Contact: [email protected] or +55 27 99255-7140 — see the contact page.
Where the data comes from
Tender pages come exclusively from the PNCP public APIs. Nothing is edited: description, estimated value, deadlines, items and documents are reproduced as the agency published them, in Portuguese, and every tender page links to the official publication, shows the PNCP control number and the date of the agency's last update. The database is synchronized several times a day.
How the content is produced (editorial policy)
- Legal basis and sources: guides and articles explain the rules of Law 14,133/2021, Complementary Law 123/2006 and related regulations, and list the official sources used at the end (Planalto, PNCP, Compras.gov.br).
- Dates: every text shows its publication date and, when revised, its update date.
- Corrections: errors reported by readers are checked and fixed; write to [email protected].
- Independence: advertisers and partners have no influence on content or on the order of results.
- English edition: translated from the Portuguese edition; official tender texts remain in Portuguese.
- What we are not: we are not a government body, we do not receive bids and we do not replace the tender notice — which is always the document that counts.
How it is funded
By advertising (Google AdSense) and by a commercial API for system integration. Searching is free, requires no sign-up and there is no hidden paid content.
